Human Resources Manager

We are looking for a Human Resources Manager to develop HR management strategies and policies to meet business needs including planning, administering and reviewing activities concerned with recruitment, training, development, compensation, benefits, and employee relations. The Human Resource Manager should influence and support an overall positive work environment by including actions to secure effective co-worker relations, communications, competence development, performance management, employee recognition, and other human resource related elements in order to positively impact business results.

ESSENTIAL FUNCTIONS (not limited to):
Manage full life cycle recruiting including sourcing, screening, and interviewing for various roles
Responsible for oversight of HR employees
Conduct new hire orientation including reviewing company policies and benefits with new hires
Coordinate benefit programs open enrollment, including attending and running meetings, assisting with communication, forms, and changes
Provide expertise and guidance in areas of federal and Connecticut employment law compliance
Develop and interpret policy and procedures, including handbook review and revisions
Guide management through employee relations issues, poor performance problems, and involuntary terminations. Must be comfortable investigating and disciplining employees as necessary
Administer FMLA, including tracking intermittent FMLA and keeping compliant with federal and state regulations
Familiar with annual fillings including OSHA, EEO-1 and ACA
Conduct exit interviews with departing employees and providing written reports to management. Attend unemployment hearings as necessary
Ensure each business location is compliant with internal and external employment and labor standards
Assist with payroll and serve as a primary backup to the payroll manager as needed
Develop, maintain, and direct employee recognition strategies
Maintain department records and reports
In conjunction with Leadership Team, implement and revise agency compensation program
Bachelor’s Degree in human resource management or related field required with a minimum of 5 years of experience within a dedicated HR function, ideally as a broad based Generalist. Previous experience with employee relation issues, coaching, and mentoring with at least 1 year at supervisory level preferred. The ability to operate effectively and efficiently on an independent level, with solid written and verbal communication skills, a strong business sense, and some prior experience operating in small to medium-sized business environments essential. High level of proficiency with Excel, MS Office, and the Internet necessary, payroll experience is a plus.
REQUIRED PHYSICAL EFFORT: Must be able to sit at a desk and stand at an assigned location and work for extended periods of time; bend/stoop, kneel and balance frequently; climb, reach above shoulder level; push/pull, squat and crouch occasionally; must be able to retrieve file information from file cabinet drawers ranging in height from 1’ to 5’ from floor; carry reports and equipment weighing up to 25 lbs.; move computer paper in boxes; must be able to drive.
